Governance Concerns Emerge Over Freda Rebecca’s Artisanal Miner Initiative

A public notice issued by Freda Rebecca Gold Mine on 30 January 2026 has raised concerns among governance specialists and mining contractors. The notice announced the appointment of Angel Mpofu-Chisvo as “Freda Rebecca Gold Mine Phoenix Prince Artisanal Miners Project Manager” and directed payments to be made to her, bypassing conventional corporate finance channels.

Mpofu-Chisvo is simultaneously asserting in court that her contractual relationship with Botha Gold Mine remains active, seeking reinstatement or recognition as a contractor. Governance observers say this juxtaposition raises questions of judgment and potential conflicts.

The payment arrangement is unusual for a corporate mining company adhering to international standards. “Centralising payment authority in a single individual, outside standard corporate receipting and audit controls, is fundamentally inconsistent with accepted governance practice,” said a governance analyst.

Industry observers note that contractor payments typically flow through controlled company accounts, supported by formal invoicing and oversight. Departing from these norms raises concerns about accountability and contractor protection.

Adding to the unease, Mpofu-Chisvo faces criminal charges linked to disputes at Botha Gold Mine, making her appointment to a sensitive role questionable. Contractors are anxious about the lack of clear information on fund handling and protection in future disputes.

The concerns arise amid ongoing legal disputes affecting the mining ground, heightening fears of non-payment or unauthorised remittance risks. Governance experts say the episode highlights the importance of clear financial controls, transparent systems, and conflict management, particularly where artisanal miners’ livelihoods intersect with contested rights and litigation.

Freda Rebecca Gold Mine has been approached for comment, but concerns remain about the potential impact on contractors and the mining community.
