His Excellency Chief Fortune Charumbira, as President of the Pan-African Parliament (PAP)—a vital organ of the African Union (AU)—has emerged as a key voice shaping the continent’s legislative and diplomatic agenda.

His influence stems from a clear vision to “revive, renew, reposition, and reinvigorate” the continental parliament, transforming it from a consultative body into a proactive force for African unity, development, and a fairer global order.

Chief Charumbira is a staunch advocate for “Parliamentary Diplomacy,” asserting that legislators are not passive bystanders but “stabilizers and guardians of trust” crucial for peacebuilding.

He consistently urges African parliaments to move beyond symbolic lawmaking and embrace their central role in governance and conflict prevention, as evidenced by his address in Chad on the importance of tolerance and dialogue in resolving crises.

He highlights that in regions plagued by instability, such as the Sahel, the parliamentary voice is essential for promoting social cohesion and human dignity, making tolerance a practical tool for survival, not just an ideal.

Under his leadership, the PAP has sought to amplify Africa’s voice on the world stage. Charumbira’s historic participation at the UN General Assembly (UNGA 80) and his calls at the G20 Parliamentary Speakers’ Summit (P20) have been instrumental in pushing for reforms to outdated global governance structures.

He champions permanent African representation on the UN Security Council and reforms to the global financial architecture, ensuring African priorities are central to international dialogue.

Domestically, the PAP is working on crucial model laws—on issues like artificial intelligence governance, cybersecurity, and food security—to promote the harmonisation of national legislations and facilitate the effective implementation of AU policies, such as Agenda 2063.

Charumbira’s commitment to inclusivity is also evident in his efforts to integrate diverse voices within the PAP, moving past linguistic divisions and ensuring greater involvement of women and youth in peace and reconciliation processes.

His tenure marks a concerted push to root the PAP’s legitimacy in the people, making it a true parliament of the African citizenry and a powerful engine for accountability and continental integration.
