Unity in Luanda: Pan-African and European Parliaments Seal Historic Joint Declaration

ANGOLA – The Pan-African Parliament (PAP) and the European Parliament (EP) have marked a historic milestone, issuing a Joint Declaration in Luanda, Angola, ahead of the 7th AU–EU Summit.
This crucial document follows the African Union (AU)–European Union (EU) Parliamentary Pre-Summit Meeting held in Midrand, South Africa, on 14–15 November 2025.The Joint Declaration reaffirms the two continents’ commitment to a renewed partnership of equals, grounded firmly in democratic values, accountability, and the pursuit of shared prosperity.
Integrating the Citizens’ Voice
The Pre-Summit Parliamentary Meeting in Midrand served as a vital platform for joint reflection and consensus-building.
By developing shared messages and recommendations, the Parliaments ensured that the voices and aspirations of African and European citizens are meaningfully integrated into the high-level deliberations of the Luanda Summit, which is co-chaired by Angolan President H.E. João Lourenço and European Council President H.E. António Costa.
The Declaration was officially presented in Luanda by H.E. Chief Fortune Charumbira, President of the Pan-African Parliament, and H.E. Younous Omarjee, Vice-President of the European Parliament. The central theme of the Summit is “Promoting Peace and Prosperity through Effective Multilateralism,” reflecting a shift from a donor-recipient model to one of co-investment and shared global leadership.
A Partnership at 25: Renewing Commitments
The year 2025 marks 25 years of the unique and longstanding formal political framework between the AU and the EU. This partnership has consistently worked to deepen economic, cultural, and political cooperation.
The Joint Declaration outlines key priorities for reinvigorating this relationship, focusing on strengthening cooperation in areas such as peace and security, economic integration, trade and investment, multilateral governance, climate resilience, and digital transformation. The declaration emphasizes a balanced approach to critical issues like migration and mobility, calling for transparent and fair visa policies.
Crucially, the new commitments align with Africa’s development priorities as articulated in Agenda 2063, the EU’s development objectives, and the overarching AU–EU Strategy, ensuring a mutually beneficial and citizen-centered future for both continents.#Reflect25 #
