Leading the Southern Voice: Hon. Pupurai Togarepi Ascends to Chairperson of the PAP Southern Regional Caucus

In a significant diplomatic win for Zimbabwe and the SADC region, Honourable Pupurai Togarepi has been elected as the Chairperson of the Southern Regional Caucus of the Pan-African Parliament (PAP).

The election, held during the ongoing sessions of the continental legislative body in Midrand, South Africa, marks a pivotal moment for regional representation and the advancement of the “African Solutions for African Problems” narrative.

Togarepi, who serves as the Chief Whip of the ZANU-PF party in the Parliament of Zimbabwe, brings a wealth of legislative experience and a reputation for disciplined leadership to this high-profile continental role.


The Southern Regional Caucus is a critical organ within the Pan-African Parliament, responsible for coordinating the interests, policies, and legislative priorities of member states from the Southern African Development Community (SADC).

As Chairperson, Hon. Togarepi is now tasked with steering the bloc’s agenda, ensuring that the voices of Southern African nations are unified and influential in the broader PAP plenary. His victory is seen as a vote of confidence in Zimbabwe’s active participation in continental diplomacy and its commitment to the integration goals of the African Union’s Agenda 2063.


In his acceptance remarks, Hon. Togarepi emphasized the need for unity and a renewed focus on regional development. He highlighted that the Southern Caucus must be at the forefront of advocating for peace, security, and economic cooperation across the continent.

His leadership comes at a time when the Pan-African Parliament is seeking to bolster its legislative teeth and oversight functions, particularly in areas concerning trade, youth empowerment, and the stabilization of regions facing political or environmental challenges.
The election of Hon. Togarepi also serves as a strategic boost for Zimbabwe’s stature within the African Union framework.

It follows the recent leadership of other high-ranking Zimbabwean officials within the PAP, such as Chief Fortune Charumbira, further cementing the country’s role as a cornerstone of Southern African political thought. Colleagues within the caucus have described Togarepi as a “pragmatic bridge-builder” whose experience in domestic parliamentary whipping will be essential in navigating the diverse political landscape of the 168-nation continental parliament.


As he takes the helm, the immediate focus for the Southern Regional Caucus under Hon. Togarepi will be the harmonization of regional laws and the promotion of the African Continental Free Trade Area (AfCFTA). With a clear mandate and a unified bloc behind him, Togarepi is poised to ensure that the Southern region remains a formidable force in shaping the future of a prosperous and integrated Africa.
