The Zanu PF Harare Provincial leadership has launched a massive and aggressive restructuring exercise aimed at dramatically expanding its political footprint and reshaping its electoral fortunes in the capital city. Led by Provincial Chairperson Cde Godwills Masimirembwa and the Provincial Political Commissar, Cde Voyage, the ruling party is positioning itself to systematically overturn opposition dominance in traditional urban strongholds.
Building on the momentum of recent by-election victories in areas such as Glen View and Epworth—alongside the transformative impact of the Presidential Borehole Schemes initiated by President Emmerson Mnangagwa—the province is rolling out deep structural reforms designed to connect directly with the grassroots.
Ambitious Targets and Grassroots Engagement

According to an interview with Cde Voyage, the immediate objective of the restructuring project is to accelerate Harare’s active Zanu PF membership to 600,000 by the end of 2026. Recognizing that the current base of 400,000 members is insufficient to guarantee overwhelming victory out of Harare’s 1.2 million registered voters, the provincial leadership has mapped out an ambitious roadmap.
The ultimate strategy aims to grow the structural registry to between 1.8 million and 2 million members by 2028, laying a rock-solid foundation to garner at least one million secure votes by 2030.
To achieve this, the province is deploying robust community outreach programs designed to uplift marginalized populations along clear socio-economic lines. Key strategies include:
- Empowerment Opportunities: Securing direct land and housing programs to assist underprivileged residents.
- Home Industries Revival: Partnering with local authorities to allow young entrepreneurs to lease council land, expand businesses, employ peers, and eventually purchase the properties.
- Youth & Sports Development: Working closely with the government and the City Council to rehabilitate dilapidated sporting infrastructure, establish diverse athletic disciplines, and introduce talent awards to keep young people engaged and productive.
Key Figures Fueling the Resurgence: Tagwirei and Sakupwanya
The structural transformation is heavily anchored by key central figures who are leveraging their personal philanthropic philosophy and local influence to boost party morale and drive community development.
Central Committee Member, prominent businessman, and philanthropist Dr. Kudakwashe Tagwirei is a primary pillar of this outreach strategy. His focus on sustainable corporate social responsibility, community welfare, and socio-economic empowerment has revitalized grassroots confidence, providing the necessary moral boost to the party’s rank-and-file as they engage with skeptical urban voters.
Simultaneously, the Mabvuku-Tafara legislator and prominent businessman, Hon. Scott Sakupwanya, serves as a dynamic blueprint for local development within the province. Through his targeted initiatives in Mabvuku, Hon. Sakupwanya has directly addressed community needs by funding critical infrastructure, spearheading youth empowerment schemes, and launching major recreational projects—such as the planned construction of a 15,000-seater stadium.
By blending high-level philanthropy from Dr. Tagwirei with the aggressive local development modeled by Hon. Sakupwanya, Zanu PF Harare Province is positioning its restructuring program not merely as a political registration drive, but as a tangible vehicle for urban economic redemption.
