Government of Zimbabwe Champions the Validation of Green Energy Community Parks Strategic Documents

​The Government of Zimbabwe is working around the clock to close the gap between NDC 3.0 implementation and green investment development pathways. This initiative aims to ensure a successful transition from policy development to implementation by integrating climate change strategies into national development processes, mobilizing innovative financing, and adopting a whole-of-society approach to track and report progress.

​Recently, Zimbabwean Parliamentarians have emerged as a powerful force in advancing green energy investments by initiating effective and sound legislative frameworks as the Government maneuvers through complex climate financing development mechanisms.

​The validation of the Energy Community Parks Framework, which included the Climate Finance Investment Framework, and the Green Energy Community Parks investment project pipeline on 10 July 2026—led by the Parliament of Zimbabwe, the Ministry of Environment, UN agencies, funding institutions, and various stakeholders—represents a significant step toward green energy development and deployment.

This validation marked the second workshop and Green Investment Dialogue held to strengthen parliamentary action for Green Energy Community Parks in Zimbabwe.

​Hon. Auxillia Dhanzi, a member of the Parliamentary Portfolio Committee on Environment, Climate and Wildlife, reiterated that Parliament, as the legislative arm of government, is ready to exercise its oversight role in pushing for policies that support climate finance investments.

​”As Parliament, we remain committed to providing oversight and calling for the support necessary to create an enabling environment for climate action and green investments. Through our legislative oversight functions, we will continue to promote accountability, champion sound governance, and advocate for policies that help Zimbabwe harness climate finance while ensuring it benefits the communities that need it most. Our institution can inspire practical action. The draft Climate Finance Investment Framework and the investment project pipeline launched today present a strong foundation. It is now upon us to strengthen our collaboration.”

​Washington Zhakata, Chief Director in the Ministry of Environment, Climate and Wildlife, lauded the increase in project grant approvals for the country, noting that it is a significant milestone in climate finance resource mobilisation. Beyond individual capacity, he emphasized that more collaborations and collective efforts are essential in climate financing.

​ Ms Emily Matingo, a Principal Climate Change Scientist who coordinated the dialogue, highlighted that the Parliamentarians for Climate Finance Project being spearhead by Climate Parliament, has provided an important opportunity to build on Zimbabwe’s demonstrated capacity to develop and secure approval for climate projects of varying scales.

She noted that the country has successfully accessed multilateral climate finance, including from the Green Climate Fund (GCF) and Adaptation Fund (AF), demonstrating existing national capacity that should continue to be strengthened. Through enhanced parliamentary engagement and support for an enabling policy and legislative environment, the project has aided efforts to strengthen Zimbabwe’s capacity to access and mobilise greater climate finance and investment, accelerating the country’s transition towards a low-emission and climate-resilient development trajectory.

A successful implementation of Energy Community Parks Framework and the Climate Finance Investment Framework is essential for bridging the gap between national climate commitments and on-the-ground execution in Zimbabwe. By aligning stakeholders through a consensus on investment priorities and validated strategic frameworks, the initiative reduces market uncertainty, thereby creating the stable regulatory environment necessary to attract private capital.
