In a significant move for gender-focused legislative leadership, Hon. Elizabeth Masuku of Zimbabwe has been elected as the Vice Chairperson of the Committee on Gender, Family, Youth, and People with Disabilities at the Pan-African Parliament (PAP). The election took place during the April 2026 session at the Parliament’s headquarters in Midrand, South Africa, amidst a broader restructuring of the legislative body’s bureau and leadership committees.
A Champion for Inclusivity
Hon. Masuku, a dedicated member of the Zimbabwean Parliament (ZANU-PF), has long been a vocal advocate for vulnerable groups. Her ascent to this continental role follows her impactful contributions to the African Union (AU) Model Law for Gender Equality and Equity. She has consistently argued that gender justice is not an isolated women’s issue but a societal necessity that encompasses the rights of the boy child, men, and specifically individuals living with disabilities.
Priorities for the 2026-2028 Term
As Vice Chairperson, Masuku is expected to play a pivotal role in harmonizing gender-responsive legislation across AU member states. Key priorities for the committee under her co-leadership include:
- Education for Girls: Addressing the structural barriers and poverty that lead to high dropout rates in conflict-affected regions.
- Disability Rights: Advocating for national budgets that specifically recognize and support children with autism, cerebral palsy, and other disabilities.
- Economic Integration: Promoting the inclusion of women and youth in the African Continental Free Trade Area (AfCFTA) framework.
Strengthening the Pan-African Voice
The election of Hon. Masuku is seen as a strategic win for the Southern African region, reinforcing Zimbabwe’s influence within the African Union’s legislative organ. Her colleagues describe her as a unifier who bridges the gap between traditional legislative functions and grassroots activism.
By taking the oath of office, Masuku has committed to a “One Africa, One Voice” approach, urging fellow parliamentarians to move beyond signing treaties and focus on the domestication of laws that protect the family unit and empower the youth. Her tenure begins at a critical juncture as the PAP undergoes institutional reforms aimed at increasing its legislative authority across the continent.
